I hear you on the money front. I would just put it on the priority list for when you can budget it in to swapping it out. There is always going to be a higher risk of illness with the UGF because of the detritus that builds up under them and in the gravel bed. But that doesn't mean it will and removing it isn't an absolute guarantee against any bacterial issues.

If you want to do it on the cheap, keep an eye on Craigslist, local club websites, and local groups. They are often sources of inexpensive equipment. Especially if you're willing to wait and you act fast once you see something you want.
